ActRaiser

ActRaiser is a 1990 video game for the Super Nintendo that blends platforming and city-building gameplay. Players assume the role of a divine being tasked with reviving a desolate world by battling monsters and guiding inhabitants to establish flourishing towns. The game features side-scrolling action alongside god-like simulation elements. ActRaiser was later released on the Wii's Virtual Console in 2007 and also saw a mobile version in Europe in 2004.
