The game will now run as fast as the gameplay allows it to. If there are many enemies on the screen it will run at about the same speed as the original game. If there's only one enemy it will run a lot faster! Now you can experience what the game would play like without a speed limiter, at least partially!
Theory time: the programers noticed the wildly varying gameplay speed due to lag and decided to set the bar low for stability's sake. They introduced a speed limiter to keep all gameplay speed consistent and be able to have varying amounts of enemies on the screen. You can notice they turn this limiter off during level transitions and back on during normal gameplay.
